Attempting to cure himself of the Hulk, Dr. Bruce Banner contacts his mentor Professor Crawford. But instead of curing him, Crawford steals some of his gamma radiation and turns himself into a Hulk-like creature called Ravage. Hulk pursues Ravage to a clandestine force led by a group of supervillains which plan to use the gamma radiation to create an army of radioactive super soldiers. Meanwhile,the Hulk is being targeted by General Ryker.
