This second part in the Grand Theft Auto series is in many ways similar to the first. The top-down view remains, as is the splitting of the game over a number of cities.
One big change was the gang system. In each city there are three gangs which are at war with each other. Helping one gang would earn you respect for that gang, but lose it with one of the others. Other improvements include the ability to save (in the first game, you would only save once you had finished a whole level) and more active townspeople.
