The year is now 2024. Over the past three decades, small groups of drug runners joined forces to take control of virtually all drug distribution in the United States. This new organization, the Cartel, was formed to create a political body for the drug runners. By 2018, they were responsible for 98% of the drugs on the market. Drug usage rates among the general populus were at an all time high. To combat this, Congress passed a bill creating stricter punishments for drug possession, use, trafficking, and sale. Losing profits, the Cartel was desperate to retain their lifestyle. They began recruiting a militia, using drugs to pay their soldiers. Bases sprang up in urban areas, such as New York City and Los Angeles. As they continued to grow in number, rioting broke out nationwide. In response, Congress enacted another law creating a new branch of the ATF, OCAT. OCAT (short for Organized Crime Assault Team) used discarded soldiers are specialized in infiltrating and assaulting these gang army units.
